In 2018, the Ministry of Works introduced computerized driving permits that can be used anywhere within the East African community.

You can apply for the computerized Uganda driving permit manually or online. The permits are in four main classes: Group B (Passenger vehicles up to 7 people and Goods vehicles up to 3.5 tonnes), Group A (Motorcycles), Group H (Agricultural Tractors) and Group F (Pedestrian controlled Vehicles). And they are also in 4 main categories: Learner’s permit, Driving test, Full permit, and Foreign exchange.

Learner’s Permit

To apply for this type of computerized Uganda driving permit, you’ll need the following:

– Valid National ID for Ugandan nationals and for other applicants from the EAC: a valid National ID or passport

– For non-EAC members: Valid passport, a visa valid for at least one year, Work permit, dependent pass or Student pass. (Read about how to get Ugandan visa here.)

– Fully filled driving permit/medical application form. You can obtain this online (click on the blue link behind) or from any Face Technologies offices countrywide (Kampala: Kyambogo Industrial Area, [Head Offices], Mbarara, Fort Portal, Mbale, Jinja, Gulu, and Arua). – Payment slip of Shs30,000 for learners permit payable to URA and Shs30,000 cash payable at the Face Technologies offices.

– Biodata, fingerprints and facial image are captured and a Learner’s Permit is issued (Valid for 3 months).

– Training from any licensed driving school of your choice.

Driving Test

For this type of computerized Uganda driving permit, you’ll need the following:

– Valid learner’s permit.

– Payment Slip of Shs25,000 for test fees payable to URA.

– On passing the test, you’ll be issued with a Certificate of Competence (CoC) which will then be sent to Face technologies for verification.

– If you fail the test, you will be advised to go back for further training and return for the test at a later date.

Full Permit

For this type of computerized Uganda driving permit, issued after passing the driving test, you’ll need the following:

– Stamped learner’s permit.

– Payment slip of Shs150,000 (for 3 years) or Shs55,000 (for 1 year) for full permit payable to URA.

– After presenting the above, you’ll be verified and the full permit processed.

In Kampala, you’ll get the driving permit within 60 minutes while it will take up to 48 hours for upcountry offices.

Foreign Exchange

For this type of computerized Uganda driving permit, you’ll need the following:

– Valid foreign driver’s license.

– Valid passport

– A visa valid for at least six months and above

– Dependent pass

– Student pass

– Work permit

Permits in languages other than English must be first translated from a certified languages institute like Makerere School of Languages or by the responsible embassy/mission.

– Photocopy of the passport bio-data page, visa page, and driver’s license.

– Fully filled Driving Permit Application (See form under Learner’s permit)

– Payment slip (Shs150,000) for foreign exchange fees payable to URA.

– Shs80,000 cash payable at the Face Technologies offices.

Your biodata, fingerprints and facial image are captured and a new Uganda driving permit is issued.

For Kampala, you will receive the driving permit within 60 minutes while it will take up to 48 hours for upcountry offices.

Note: Only one permit group is issued at the exchange of a foreign license.
